The Lady Playing The Pedal Harp is Marianne Dorothy Harland (1759 - 1785), as she sits between two tables with chairs with her back to a large fireplace with vases on the mantle which also supports a large mirror, as her dog sleeps by her side near a guitar that is leaning on a bench by one of the tables that has a vase full of flowers.
